A comparative view of the national researches of the project ‘WOR(L)DS WHICH EXCLUDE’

The housing issue of roma, gypsies and travellers in the language of the acts and the administrative

Il progetto ‘WE: Wor(l)ds which esclude’ nasce dall’esperienza empirica e dagli studi dei partner e dal confronto dei risultati della ricerca a livello europeo sulla questione delle condizioni abitative dei Rom e dei Travellers e delle politiche abitative e di insediamento ad essi correlati. Sulla base delle caratteristiche comuni derivanti dal contesto europeo – condizioni abitative inaccettabili, discriminazioni, sgomberi forzati, diffuso antiziganismo – ci siamo interrogatii circa l’esistenza di una possibile rappresentazione sociale stereotipata dei Rom e Travellers, che è diventata un elemento comune nel discorso pubblico europeo. Quindi il progetto ha analizzato i documenti prodotti dalle istituzioni pubbliche nazionali, regionali e locali in sei paesi europei relativi a norme e provvedimenti che regolamentano le condizioni abitative dei Rom. L’analisi del linguaggio e delle misure proposte nei testi giuridici, giudiziari e amministrativi ha evidenziato una serie di criticità, derivanti da semplificazioni o pregiudizi rilevabili nelle scelte linguistiche, che possono essere determinanti nel limitare l’efficacia delle azioni proposte, e anche cambiare il loro significato e il risultato.

 

The project WE: Wor(l)ds which exclude stems from the empirical experience and studies of the partners as well as from the comparison of the results of research at European level on the issue of housing conditions of the Roma and Travellers people, and of the housing and settling policies related to them. On the basis of the common features arising from the European context – unacceptable housing conditions, discrimination, forced evictions, widespread antiziganism – we have asked ourselves about the existence of a possible stereotyped social description of the Roma and Travellers people, which has become a common element and tradition in European public discourse. Therefore the project has analyzed documents produced by national, regional and local public institutions in six European countries addressing issues related to the settlement and housing conditions of Roma people. Analysis of the langage and measures proposed in legal, judicial and administrative texts has highlighted a number of critical issues, resulting from simplifications or prejudices observed in linguistic choices, that can be decisive in limiting the effectiveness of the acts themeselves, and even change their meaning and outcome.
